Yes, I have encounter that but not yet in Punggol but in the older estate...

think this is common problem faced by those living in multi-storeyed houses. i am also experiencing this at 133 but i chose to keep quiet and avoid confronting them. anyway..wats the point. if they have the common sense and sense of social responsibility, this wouldnt happen in the 1st place liao.
