Punggol 21, a plan to develop Punggol, was announced by PM Goh Chok Tong during his National Day Rally speech in 1996. It was meant to be a new
model, a new concept in housing.
Unfortunately, As of 2008, there are approximately 16,000 HDB apartments built out of a planned 80,000 units. There is only 1 shopping mall,
Punggol Plaza, a 24 hour coffeeshop, 24 hour prime and econ minimart. There is a NTUC fairprice "supermarket" in Punggol Plaza.
Punggol 21 did not live up to expectations of residents. In 2008, a "Punggol 21 plus" plan was announced, with a man made river adjoining
the 2 rivers, and cutting across Punggol 21.
The major facilities such as sports stadium, swimming pools, shopping malls (such as Compasspoint) are all located in Sengkang, NOT Punggol 21.
News reports will mention facilties being built in Punggol. Which is correct, but Punggol encompasses Punggol North, Punggol South, Punggol
East and Punggol West. Punggol 21 is also Punggol North, and there are just visions and promises for Punggol North but very few concrete results.
Other problems faced by Punggol residents includes noise pollution from planes from the Paya Lebar airport, particularly just before National Day,
and air pollution from unknown sources, speculated to be from industrial areas in Johor Bahru. There were also frequent road works in 2008 causing
jams. In 2007, despite complains made by residents, works for Greendale Primary school proceeded till late at night.
Traffic out of Punggol 21 during peak hour in the morning is very heavy, with jams on the TPE. The LRT used to run only in 1 direction during half
of the day, and the other direction in the next half of the day. It was only in 2008 that the LRT trains were scheduled for runs in both
directions during peak hours, and only peak hours.
Maintenance of various blocks are also dismal. The blocks in the 128 series and several blocks along the TPE have dismal facades, which looks
mold infected, with black and brown spots, and peeling paint.
Bright spots are the upcoming KPE, and widening of the TPE between Punggol and Pasir Ris.
