My Upstairs Neighbour have THREE noisy dogs

Ohh... so he shouts in *&%^ languages.. haha.. can we report police for disturbing public peace? Using abusive languages that the public can hear? hmm... but if he said it in his house, we cant penalize him right? sounds travel. noise disturbance. hurts my ears... im cringing now. not good, especially if neighbour kids can hear him.

I don't think the owner is scolding the dogs with abused language. I think indirectly he scolded you too.

anyway, AVA did get back to me. they emailed back and told me the other dogs were the owner's friend's and he's helping to look after the dogs for the time being. i was like 'huh'? like this also allowed? apparently we're not the only unit that lodge a complaint. wah... should i feel relieved that i am not the only one who cannot tolerate the noise or should i feel relieve that the dogs will one day be returned to the rightful owner?
