Of course, some have no choices to use a car. But some do have and I noted these days, there are especially many small Korean cars, and wkend cars. My friend who also stays in Punggol mentioned that some carparks are full by 10pm. Is sure how true this is.  
Am i right to say that below is what u meant?

Owning a small Korean or wkend cars = ppl have a choice? (Care to explain?)
Owning a Merc or BMW = ppl dun have choice?

Guess, the people staying in punggol/sengkang.. owns a car becos of "no-choice"... they have to travel a distance to work, or to send their children to their in law/parent's home in the morning.. they could be part of the group working in the west/north/central.. where having a car is far more convenient than taking public transport..

Personally i dont like the idea of owning a car too, but imagine, my family consists of 3 kids (small babies) .. so travelling with a car is more more convenient for us..

Don't understand the issue of choice here. Its just an observation made.
Or maybe u shld have rephrase ur sentence;
