Is Punggol too crowded with cars?

I noted an increase in complaints relating to cars and traffic. Although, I do not drive (in Sinkipore), I thought its worthwhile to ponder on it. Thus, are there too many cars around here?

That's why it makes me think of years ago when COE just started and now..
How come when there is COE to restrict the number of cars on the road, seems like these days more and more cars??
I guess is the same theory as ERP... not much effect...
