Does anyone know how to complain against this issue?

It's already not the first time...

This inconsiderate neighbour is from Blk 2--B Punggol Field #**-***.....--> always hang wet clothes or even wet floor rug

DO they have no brains or just purely lazy?

I've the same problem here. I went up to confront the owner, and all the blame went to the maids.
I went to confront at least 4 time before the dripping stops. Makes me wonder do i have better options.
