How to complain resident hanging wet clothes?

I think its best not to ask for this, ask for that. Punggol has one of the highest SC&C, despite all the condo design flats, high-end street lights, wonderful roof-top gardens  and the numerous downlights in the void decks, and yet you ask for more, I think the SC&C will go sky-high. Please spare a thought for those who are astruggling to make a living. Thank you.

Good day!

I am encountering the same fate here in Punngol Rd Block 195E as well.!!! 
I leave a letter in their mailbox personally, not too sure if they have read it.
I hope they did it unintentionally or not knowing about it. It may be their maid that's not educated on that or perhapss..... just igornoring us... 

Really, it would be nice to see those poster up to remind people abt that. Hope it help!
