Construction of Primary School @ Bkl 172C, why can they work so late

Demand the noise level report from them.  They will have to keep the record for the construction site from 7am to 7pm, 7pm to 11pm and from 11pm to 7am.... if i remembered clearly.  It is under the "boundary Noise" regulation.... something like that.  No noisy work after 7pm, however they can still work and do some "quiet" work.  Having a noise meter to measure is a good idea, but i think most likely you will not get a good reflection of the actually noise, which will be intermitent.  Measuring boundary noise is based on the noise average... so in the end you will still get a good noise level even below 60dbA.  Then still must make sure the setting is correct and you cannot purposely make noise beside the meter to raise up the average.  Alot of factors lor...... so quite difficult lor.... only thing is that you keep complain to NEA, no need to go and contact the project manager etc...... you can't fine them, u can't stop their work, they not scare of u lah.  So make them busy by keep complaining to NEA lor... but need more people to feedback lah... then they will do something. 
LAST RESORT....WRITE TO STRAITS TIMES FORUM AND TELL THEM ABOUT THE NOISE, THE LETTER THEY REPLY TO YOU AND THE PROBLEM NOT SOLVE!!!
