In the past 1 month, I have seen a pack of 4 dogs around the 176 and 171 blocks. Also saw a pack of around 6 dogs at the Punggol MRT.
Very thin, malnourished looking dogs.

These dogs may look thin and malnourished but they are definitely not friendly. Look at the news, poor jogger's girl was attacked by the dogs at the waterway. I was attacked by these dogs three times already.....

I looked for information on culling of stray dogs, and came across the following,

http://singaporecommunitycats.blogspot.com/2011/10/ava-officer-culling-strays-in-punggol.html
Resident spotted a big dog trap cage on the big field located near Blk637A Punggol Drive on 13 October 2011. It had chicken drumstick in the cage to attract the poor hungry stray.

Please stop the culling, Letter from Aria Sim Shyuen, 08:34 PM Oct 14, 2011
My family and I feed the stray dogs at Lorong Halus Wetland, which are gradually being caught and culled by the Agri-Food and Veterinary Authority despite the outcry from animal welfare groups and feeders' best efforts
