in business world, the top management doesn't care whether the shop will cater for residents or not. The most important MONEY comes into the pocket first.

Well, if HDB wants to keep rental prices up, there would be no one who want to rent the shop anyway. Maybe they should have a gym facility there. Hmm... Enough space for one. But cost wise may not be so wise.
