I remember the flats at Bedok's that have the card's system. You just need to wait outside for someone to open it,noone will query you.The most is they will not share the same lift with you.

I don't think it is very exclusive at all.  Look at the flats run down do fast. I find these residents are silly enoug to pay extra $50 for the Town Council. They are like in the prison which the black colour gate surrounding the lift lobby and staircase exits.
