Lucky draw to get low-wage workers to join CPF scheme

This scheme won't work. The standard of living is soaring. Can the lucky draw be as attractive as Toto or 4D. (I doubt so). Everyday these workers are trying to make ends meet. This kind of "small lucky draw" will not lure these workers. Try come out something which can be alot more practical to these ppl.
