Shouldn't blocks be repaint every 6 years??

Looking at some blocks in Punggol seriously made me wonder how come all those beautifully designed blocks became so wornout in like 5-6years.. the quality of painting seems to be poorer than that in those in Jurong blocks..Cant be the pollution here worse right?? The Jurong blocks in terms of designs definitely lose out to here in Punggol but they looked like forever new and not like it's 10, 20 years old.. I understand that the new blocks were repainted like after 6/7 years and facilities like walkway..carparks.. parks.. are always improving for the residents. (maybe not all but majority that i know)
Kinda surprised that some 5-8 years old blocks looked really in poor condition.

I do hope that the blocks here can be repainted every 6-7 years like other estates.. otherwise great designs will still be overshadowed..

My block was repainted late last year. I'd got my keys in 2001.
