Not only in the Gov. sector, in any MNC it is the same. Once in a big organization there will be plenty of Red-Tape.

Gov sector, everything 3 quotation mah. The lowest will get the contract. Use low grade material and after cannot cope, contractor close shop and construction delay. New contractor take over and same things goes on. Our garment is not running a country, they are running a business.
