My Upstairs Neighbour have THREE noisy dogs

I am still doubtful with yr friend's case. The dog was in the house right? AVA couldn't just simply take the dog without the owner's consent right? Why yr friend didn't fight back if there was a legal licence to keep the dog?

Its not the dogs. Its the owners. Hopefully, they are more considerate, esp in public areas, because its for everyone, not just the dogs right?

Do something to those owners if u wan..but spare the innocent doggie life okie??
