Why Punggol residents' committe centre rarely open?

depends on individual rc and the chairman some more on some less on. some will open everyday some only once per week. if the chairman is those busy person u will hardly see any activities.

So presumably, the committee is a group of people who are trained to assist residents to help solve problems related to everyday living in our kampong. ( within their scope of duty ). 
Surprised, tuition classes were conducted, maybe requested by residents.
