When in doubt, I always like to refer to the dictionary for the correct meaning. ( Just to make sure )

resident
 [Show phonetics]
noun [C]
someone who lives in a place

committee
 [Show phonetics]
noun [C]
a group of people chosen from a larger group to act on or consider matters of a particular kind

So presumably, the committee is a group of people who are trained to assist residents to help solve problems related to everyday living in our kampong. ( within their scope of duty ).  thumbs up
Surprised, tuition classes were conducted, maybe requested by residents. Smiley
