If you look at the town council annual report,

"
The Town Council does not have any employees on its payroll as all the management of its daily
operations have been outsourced to a managing agent for a fee."
So, "town management" is outsourced to a managing agent that manages the daily operations. The company doing "town management" for Pasir Ris Punggol appears to be "EM Services Pte Ltd" which is a HDB subsidiary.
If there are no employees on its payroll, when you contact "Town Council", the people, you talk to, are probably employees of EM Services Pte Ltd. They are probably paid by EM Services Pte Ltd.
Residents, collectively is the boss; individually? not very important. Instead, the managing agent answers only to the MPs, and the town councillors. Many of the town councillors are also RC chairman. So.. yes, if EM Services Pte Ltd is not getting the work done, feedback to the RC in your area.
Of course, it is better if "Town Management" does the job right in the first place. For a better model, look at what Aljunied GRC is doing. they have an online feedback, with progress tracking.
