Of course, it is better if "Town Management" does the job right in the first place. For a better model, look at what Aljunied GRC is doing. they have an online feedback, with progress tracking. http://www.aljuniedgrc.sg/agrc/index.php?option=com_ilink&view=listing
With the online tool, it is very clear whether the outsourced "town management" gets the job done or not.

Residents, collectively is the boss; individually? not very important. Instead, the managing agent answers only to the MPs, and the town councillors. Many of the town councillors are also RC chairman. So.. yes, if EM Services Pte Ltd is not getting the work done, feedback to the RC in your area.

During the election, campaigning etc etc, the following were the caretakers.

Archiving screen shots of Aljunied ilink for reference. ilink or similar implementations is a good way to keep track of service requests. Hope Pasir Ris Punggol Town Council will do something similar. I believe Ang Mo Kio still has it.
