I think you can buy resale, but no grant and no hdb loan. You can take bank loan. See below for the link

well.. for my case, i'm very contented with what i have now.  4 room flat, near to 24 hrs provision shop and coffeeshop.. 5 mins walk to punggol plaza, 15 mins to compasspoint, 5 mins by cab to punggol beach.. 30 mins by train to town.

best of all.. i still get my peace, as compared to the other towns of singapore.  so, i don't intend to move out of punggol in the near future. 

unless i strike it rich.. hahaha!  then i rather have a semi d with my own garden and lap pool, than to get a condo and share paying for all the unneccessary amenities with every tom, dick and harry.
