I came across following article from Terence Lee, titled "The state of civil society in Singapore".  I think it is well written, and would like to share it. I believe the publication year was 2001..  10 years ago.

Let's not forget Catherine Lim's The PAP and the people — A Great Affective Divide. Published in The Straits Times on September 3, 1994.

Acting Minister for Community, Youth and Sports, Chan Chun Sing lectured young people to ask themselves whether their ideas can move the country forward, rather than just ‘throw stones, cast doubt and tear down institutions’. This was reported by Straits Time's Rachel Chang, 3 Jul 2011, in   http://www.straitstimes.com/Breaking+News/Singapore/Story/STIStory_686715.html

Alex Au Waipang wrote the following critique in response,
http://yawningbread.wordpress.com/2011/07/07/chan-chun-sings-reform-call-hews-to-form/

At a public forum over the weekend, he effectively told people to shut up if they had no suggestions worth implementing. This recalls the trope, used with annoying frequency ten to twenty years ago, and still occasionally resorted to today by dull minds, distinguishing between “constructive criticism” and “non-constructive” ones.
