They need a central location that could be used to highlight Singapore. Merlion, Fullerton Hotel, Raffle City and etc. Plus the Ferris Wheel makes a good background image as the cars zoom pass. There is no major shopping belt or attractions in Punggol, plus it would not look so good with the F1 drivers passing out from the funny smell. Or the pit crew sniffing their arm pits thinking it is their Bad Odour.

Our Ferris Wheel, wonder what it is called. In London, it is the Big Eye. Maybe here, it would be called the Big S or Big Sin.  Tongue
