there are pits near the prime supermart that closed down. next to playground. but if you have your own bbq equipment i think you should just go ahead.. choose a spot with good ventilation so the smoke doesnt go into homes. my opinion only hor. i'm not a rc member, town council etc etc. i always want to do bbq at my rooftop garden... but for friends and family only lah.. not so ambitious.. hehhehe. you have a good idea. please try out.. see how it goes

Probably won't get approved.
First there isn't any setup(rubbish disposal, pits etc).
Second Those neighbours cannot stand the BBQ smoke.Oil stained etc (notice the BBQ pit for rental at The closed down prime mart is a big "OPENED AREA")

Even if you bring those portable BBQ stuff, most probably people will complaint as Smoke lah, Noise(Radio, etc).
Notice that the roof garden are surrounded by HDB buildings.

One way which i would suggest which should be approved:
All needed is just permission for used.
Ask BBQ caterers(quite many nowsaday) to provide BBQ food catering at roof garden.
As all food are pre-cooked, no issue.
Also the big area is a better choice compare to many people crowding at house corridor which is so Cramp.
(kids can even run about at roof garden) Can easily accomodate >40 people.
