With effect from 22 Sept 2008, the stall is charging a 7% GST.

I was being charged the 7% without being told to me in the first place.

What the.. 

Normal Fried Rice = $3.50 +  $0.245
Fried Noodle = $4 + $0.28

is it the zhi char stall? Never heard of a zhi cha store charge GST??

may be they are trying to show that they are doing honest business.

may be they file proper business accounting and participate in GST scheme so as to have less business tax.
