My fren staying in Hougang told me their conservancy charges is lower than those in the ruling party zones

Yup. Its true. Hougang did not raise conservancy charges at all. And still cleaner and better maintained than Punggol. Punggol is turning into a slum with cracks and peeling paints. Sigh
