I think the best would make the CEO/MD sign a clause that they are responsible for any fraud detected in the annual Financial Statements and the Charity Commisoner could do a random check on 5 organizations each year. Anything wrong, then sue them on the basis of the clause.

Whether the clause is there or not, the business law in singapore dictate that it's a natural duty of CEO ...
