I think the best would make the CEO/MD sign a clause that they are responsible for any fraud detected in the annual Financial Statements and the Charity Commisoner could do a random check on 5 organizations each year. Anything wrong, then sue them on the basis of the clause.

If they want, this would have been done long long long time ago...
Anyway, watever clauses set, watever clauses can be amended over years.... LPPL

Hopefully, they are revamping the system, but not pass the burden to us. Anyway, the mini-stars should set an example.
