This proves, the ministry of health has nothing much to do. Do you think those people who are getting $250000 per month wants to stay in "C" class wards ? Staying together with poor old folks ? What mean test ? They are talking rubbish.

Tell you what i think. If you ve a parent under going a surgery and he/she needs a more than 5 days stay, very likely you will admit he/she to ward c, but now with means testing the subsidies are lower.

Means testing looks at your gross income, will it look at your expenses?
