I think that's depends on which state you are in. My parents stay in Philadelphia, water is free for them because they stay in a place where most blacks are. These blacks have all the incentives and subsidies.

Water is free in US? I think not. Where did you live in US, Americano? I used to live in San Francisco and my average water bill is about $50.

I used to live in the Silicon Valley and my understanding from the locals is that water is free in that area. Maybe it just depend on the region. At least, the government in US assume that without money, one could survive, as money could be earn but water is free as it a basic need. In Singapore, the thinking is different. No money, no talk, which I think is tragic.
