Wet laundry water dripping from neighbours house in BLK637C

I stayed in blk637C, there is someone who stays above my unit whom always hang their wet laundry out hence water is dripping.
Since the day started, I have been keeping my laundries in door and the wet water (due to dripping everyday) stains my window panes too.
Yesterday, I tried to go to the  first level and looked up hoping to find the culprit, what I saw was there wasn't any laundry hang out except from floor 13 or 14 onwards to 16.

I'm not sure does anyone in this forum stays the same blk suffer the same as me or anyone knows who is the culprit. 
We need to work together to stop this.
