Only person own car entitled to park at Edgedale green basement carpark???

Lately I was summoned for parking without a valid season parking at Edgedale Plain basement carpark, Punggol Drive, even I made an effect to display a night coupon. I hardly drive and was shocked and feeling angry in receiving summon. I did not own a car and sometime due late working hours and the next day need to reach office as early as 7.30 am, I would borrow my friend's car to facilitate my traveling time. A normal bus traveling time for me to reach my office will be an hour comparing to a 20 min drive.
It is really an unwise call or decision by the HDB to turn the whole Edgedale Plain basement carpark into a season parking place after 10.30 pm. I believed the monthly S&SC fee is partially used for the carpark maintenance. Hence I can presume for those residences did not own a car can ask for a reduction in their S&SC fee since they did not use the carpark often.
I have tried to park the car over at the MSCP across the street, but the distance of walking from one LRT station to another LRT is seem to be pretty long specially with a tired body.
Although majority of the residents nowadays do own a car, the HDB cannot ignore the minority that will occasionally drive a rented/borrow car back. This unwise decision has minimized the liberty of residents who try to support the public transport services.
