Noisy motorcyclist @Edgefield Plains Blk 119

I'm a mother of a 6-month old baby and my family lives opposite the stated carpark. EVERY DAY, this motorcyclist revs his bike multiple times, VERY loudly, before setting off. Sometimes, the smoke released from his exhaust gets blown into our home. We've written a note to the suspected culprit. We've also reported this terribly inconsiderate neighbour to the Punggol-Meridien RC a month ago as they said there are carpark "police" policing the area. Yet, there has been no improvement at all. Can anyone provide some advice?
