We realised that the window ledge in my kitchen and bedroom were very dirty.
We can see that there are lots of rubbish such as "Po Chai Pills box", "Used Condom", and Used Tissue Paper lying around the ledge of my bedroom and kitchen. 
When we called town council and requested them to wash the ledge for us, and were been informed that we need to wait till it rains and call them. 
Then, they will send their people to our house and wash it.
But who can predict the rain, and how can we been staying at home and wait for their people to come and wash it?

Frankly speaking, we found that it's not very hygenic at all.

Could somebody please advise us what shall we do?
