our neighbour staying opposite the unit had checked, the rightful owner is in US working and he applied to HDB to rent out the entire unit since he is overseas. apparently, when the owner had proof to show that he is not in Singapore, the unit can be rented out entirely.

i supposed when the owner is not around, tenants tend to have lesser care of the property and its surroundings.

I am also surprised why I have foreign neighbours. Maybe they are PRs and they can't buy the flat directly from HDB. Thank goodness this is still a minority. Wait a couple of more years when the 5-year occupational period is up (though some already are), and more Punggol flats are sold in the open market, Punggol will see more foreign neighbours and more problems will arise. I am only thankful now that the estate is full of young couples and young families and well, we are friendly and amicable towards each other.
