I dun think so, it's just dog "mis-management" if you will.
Anyways, it does not take rocket science to know that the barks/howls from your dog are affecting others in close proximity.
I own a dog myself and I'll make sure that it does not disturb others as much as possible (i.e. attend to the dog as soon as it starts to bark). This world is made of up both pet-owners and non-pet owners and we should all exercise consideration for others as we all live in HDB flats...
