BAD Neighbour

We are a family stay in 361 Hougang since Feb09 til now.
Ard Sept09 we started being disturbing by our only neighbour (cos ourside only 2 units! OMG).
-destroyed & damaged our plants by cut off the whole or parts of them
-used wire to bunch them up & poured washing powder into our flower pot
-use shape object cut my children school shoes & slippers
-clothes hanging at the corner of the corridor being pulled down to the flr or being stolen
-dog's urine in the common corridor outside our unit
-unleash dog nearly bitten my child when he back fr school
The most recent one & also most horrible is this morning when we came back from breakfast,we saw alot of burned debris at our main door,just concenrtated at the main door area & the flr still has burned mark!!
I feel tat we cannot remain slient anymore cos problems are getting from bad to worse. Some more feel tat our lifes are threaten by all these evildoing. I emailed to the Town Council in the afternoon requesting to install cctvs outside our main door cos reali reali cannot tolerate anymore. The most worry part is my 4mths baby gal & my other 2 children reali so scare they will get hurt.
Why the hell got this kind of mental problem woman to be my neighbour.
Looked for MP incharge of my area also cannot anything,police said need evidence so advised to install cctv to catch d culprit red handed.I wonder who or which gov dept can help me to slove our problem.
