I was walking behind the girl and they don't seem to be related.
Anyway the sight of that man gives me creeps.
The fact that he ran up 5 levels of the carpark to catch sight of the girl on the platform is not quite normal.

This can be quite a quiet part of the neighbourhood and is good for girls/ladies to be more alert.

may be he is a PI engaged by someone to investigate that girl.
