I would suggest, if possible, secretly take a picture of this man and hand it to the nearest police post. Of course if the RC is willing to paste this picture on their notice board, all residents living at 176's can keep a look-out for him. If he is of unsound mind, he can be dangerous. Be cautious when you next saw him again.

Too bad Punggol has no police post. Nearest one is @ SengKang. Only can hope there'll be more police petrol in this area.
