I suggest you talk to your neighbour nicely, invite him to your house for tea and start the conversation rolling. Tell him that you do not mean to be rude, but you and your family members are actually affected and bothered by the smoke that permeates your home. Tell him that you have been smelling smoke from his house for the past two years. If he asks you "How sure are you its from my smoking?" You better have a good answer for this. And make up a white lie, like you have been suffering from sinus since young and it's getting worse and being aggravated by the smoke. And you have developed difficluty breathing properly due to the smoke. Ask him for a solution to help you and your family, but not tell him the solution. See what he proposes. Commitment coming from that person is more likely to work out than you telling him what to do. Good luck!

And...

Ask him if he is facing some kind of problems? Cos you noticed that he is smoking more than last time. He just had a baby, maybe they are facing some financial problems? That you would be glad to help in any way within your limits. Happy neighbours...  cheers
