Prankster sabotaging the bicycles?

Imagine if you see policemen everytime you go down, I will be wondering who is paying them salary, to just stroll around when there is not much danger in the area where we reside. Wasting taxpayers money for doing nothing much. If they too free, I will think that there is no need for their employment.

Even though they are strolling, there presence there would deter potential criminal to commit crime. so its not a waste of taxpayer money unless you see them sleeping while on duty. I think we should report any crime to the police no matter how minor like stolen bicycle. If there are constant cases at a certain area I'm sure the police will do something about it .

saw some policeman with kids and some bicycles .....
