Prankster sabotaging the bicycles?

Anyone notice the bicycles lock at the void deck got stolen? Some were being sabotaged?
Anything we can do about it you think?

Cos my new bicycle (quite a cheap one from carrefour, but stilll...) got stolen from the void deck, together with the lock!!! 
And, my hubby's bicycle now looks like this :


Just like another one parks at the same area, his seat was gone as well!

Wonder is it a prank or what? Now I am still considering to buy another bicycle?

Why do I have a feeling u gonna say that? 

But yah, I'll do that if I'm buying the next one.
Thing is, I tot Punggolians are more civilized people, so didn't think much about it.
Second, it was really all muddy and all, dun really wish to bring it up and block the passageway,
as I am next to the staircase.

I heard from my friend that her bicycle was stolen even park at the void deck. So from then on I park at near home.
