Block 207D is in between Blocks 208A and 207C happen to be the last to be constructed. The picture is a bit hazy.

At the moment it is still at foundation level. Although most foundations had been concreted, trenches still need to be refilled.

In the next two to three weeks progress should catch up and level of completion should be on par with that of Block 207C . ( based on the progress of other blocks, this estimation should be quite close )

A picture taken from Punggol Field ( the main entrance to the Punggol Sails construction site ) .

Normally the first level takes a longer time to build because columns, beams, floor slab had to be fabricated on site.

Each steel reinforcement bar had to be bent, shaped and tie up according to structural drawings. Next carpenters had to work on the formworks, bolted them firmly for concreting. Concrete takes 28 full days to cure before formwork is allowed to be removed.

Once the first level is built, the second level up to the top of the building are mostly using factory built pre-fabricated building components. From past records in Punggol,  3 floors can be put up within a period of 2 months on average.

Take a look at Block 208A, pictures taken from under the lrt tracks next to the construction site before heavy rain starts pouring.

Today although the sky is cloudy ( going to rain soon with thunder and lighting flashes ) but the atmosphere is quite clear.

Photos taken shows a better contrast. A bird-eye view of Sails showing all the seven blocks of flats.
