overseas calls from China

Hi
I've been receiving calls from overseas, unsolicited of course.  Once on my cell phone, another time on my res. phone.  They started off by asking whether I understand Chinese.  Has anyone received similar calls or am I being targeted?  Got worried after getting the second call.

I used to get such overseas call too and sometimes in the middle of the night! 
Since it's overseas, I didn't bother to explain to the person that it's the wrong number cos though I said called wrongly (in mandarin), the person still insist to look for XXX person and will eat into my bill!

I called my Starhub but they couldn't do anything so in the end, I changed my number and it didn't happen. But of course it's very troublesome. Haizz...

Usually they would say you have won in some lucky draw..
Sometimes is some product freebies...
But basically all crap.. high chance is a scam call..
Those china women basically cant speak and understand english, so I just keep talking to them in English until they give up. haha...

I was afraid i'd missed out on something important or someone somehow managed to track down my contacts through the net.  Wonder how they get our nos??
