Poor state of HDB's roof garden in Punggol shows bad planning, waste of public funds

I read with great concern the report on 13 September of the dilapidated state of the "new" roof garden in Punggol.
According to the report, HDB is submitting a paper to seek funds to upgrade the roof. Could there be a lack of proper planning, an oversight, or even an attitude problem?

It is not rocket science to anticipate likely problems and costs that come with having a roof garden.

In the initial stage, there will be additional cost to rig up the facilities to water the plants and the drainage that comes with it. What about the measures to prevent mosquitos breeding?

Before the garden is laid out, the roof will have to be specially treated for waterproofing. Also, there will be consideration for the safety of those who use the garden and special amenities such as ramps for the disabled persons, and lighting.

Subsequent costs in maintenance will be high, as cracks in the roof will have to be inspected regularly and the plants will have to be changed.

I have never built anything in my life and yet I think I have covered all but five per cent the costs of such a big project. So, why only now that HDB needs to consider additional funds for "upgrading"? Who is answerable for the public funds that have now gone to waste?

Public housing estates which qualify for upgrading have repeatedly been torn up in the name of better upgrading. Please, enough is enough.

That thread I cut & paste from sengkang website. Why Punggol matters is an issue to Sengkang residents?
