Any Potential for Punggol to be 2nd East Coast?

Any Potential for Punggol to be 2nd East Coast with so much cycling and walking tracks linking Pasir ris, Loyang, changi, tampines, bedok etc Furthermore got 3 islands somemore..east coast side don't have.

  Punggol 21 recreational facilities / recently open My waterway and Punggol point park / other amenities once fully developed in another 3 years time or so, is set to overtake East Coast parkway and others, as one of the better choice of town around to live in. Completion of a large shopping center next to the main MRT station and link to offshore islands would add a BIG stroke to the master plan

Wonder where the site could be?
