 No lar...... when the U.S. design and develope missiles, they are very clever. First find out who are quarreling. Supply them with those never-tested missiles and let them fire at each other. After some shooting, evaluate, improve, re-design if necessary...........In this case, they design, test and sell/make money at the same time. 

Here may be it is different, R and D first, OK.....wow make plenty noise.......NO OK ? sack or transfer the fellow and don't make noise.
