Agreed... m pretty sure someone from the ministry will be screening this forum... hope so lahh.. so whoever you are, please do inform our MP that dog owners here need a proper dog run  around punggol estate but away from the residents... it could be seen that there are so much open area around the riverside.. why not have the dog run there??? Its a win win situation, the dogs can run freely as the owner take a walk and residents can have a peaceful rest. Please do consider this. Thanks

why are dogs out at night?
my guess is that
- it's more cooling. dogs will dehydrate if the floor is kinda hot?
- owner got some time to bring down earlier?
- they met some neighbours when they used to bring down early in the past, and was glared at/ complained. So they had to bring down at late hours?
- maybe not so many ppl around at that time, so nobody will get scared easily by the dogs.

in a way, they also have their point of view
