Govt offers 4 land parcels for use as foreign schools

Three of the sites at Depot Road, Pasir Ris and Punggol have a lease period of 30 years, while an interim site at Bedok is available for use till December 31, 2015.

The Punggol Field Walk site is 3.75 hectares

Both the Global Indian International School and Chinese International School in Singapore told Channel NewsAsia they are likely to register their interest for the sites.

Government Committee Launches Second Request-for-Interest for Foreign
System Schools

1.
A Government committee, chaired by the Singapore Economic
Development Board (EDB) and comprising key members including the
Singapore Land Authority (SLA) and the Monetary Authority of Singapore
(MAS), is inviting proposals under Request-for-Interest (RFI) to set up
foreign system schools (FSS). The proposals will be assessed based on a
matrix of factors including quality of project, ability to meet market
demand as well as investment commitments.

2. As Singapore’s economic climate improves and the economy resumes its
growth, the Singapore Government expects the market for FSS to
expand as well. There has been keen interest amongst both existing
FSSs and new players to set up new operations in Singapore. The RFI is
a key Whole-of-Government initiative in response to the development
in the FSS sector.

3. EDB’s Executive Director of Human Capital, Mr. Toh Wee Khiang, said,
“One of our focus areas under our “Host to Home” strategy is talent,
where we want Singapore to be a home for both local and foreign
talent. EDB aims to ensure that there is a broad range of high-quality
schools and curricula to meet the diverse educational needs of the
foreign community in Singapore. This RFI is in line with that vision and
is a strong signal of commitment by the Singapore government to invest
in important talent infrastructure at a time when our economy is
growing again.”

4. SLA has been working with EDB and other Government agencies to offer
sites for education-related uses to cater to the growing demand. To
date, some examples include the Canadian International School and
United World College of South East Asia.

SLA's Director of Land Operations, Mr. Lee Seng Lai said, "We are
pleased to be involved in this whole-of-government initiative. SLA will
continue to work with our partner agencies to identify and make
available sites for FSS to further the development of the FSS sector."

“At the centre of the fastest growing region in the world, Singapore has
continued to attract global talent into our country. FSSs provide an
important infrastructure that attract global financial talent to live and
work in Singapore”, said Mr. Ng Nam Sin, Executive Director of
Financial Centre Development Department, Monetary Authority of
Singapore.

7. A total of five State buildings and land parcels, namely, two
“Brownfield” (existing vacant school buildings) and three “Greenfield”
(existing vacant land) sites, have been identified for use as FSSs. The
sites were selected based on locality, convenience, availability, space
and ease of adaptability.

The “Brownfield” sites will be let out via tenancy with an initial term
of three years, with an option to renew for another terms of three
years (i.e., 3+3). The “Greenfield” sites have a lease period of 30 years.
More details of these sites can be found at Annex A.

9. Interested foreign system schools are invited to submit proposals for
specific sites with each school allowed to submit proposals for more
than one site. Please note that applicants must choose and bid for at
least one “Greenfield” site, with an optional and additional
“Brownfield” site.

10. Interested parties can also collect a full set of tender information,
available from 30 March 2010, 12pm onwards, at:

11. SLA will be conducting site show-rounds to the two “Brownfield” sites
for interested parties. Please proceed to these locations at the dates

12. All proposals should be submitted, together with the submission form to
the following address by hand or by post no later than 1 July 2010 at
5pm sharp:

13. Only shortlisted FSS(s) will be notified to attend interviews, expected
to be held from July to August, by the Committee.

14. This is a Request-for-Interest exercise, and does not constitute an offer
of the “Greenfield” / “Brownfield” sites listed. The Singapore
Government reserves the right to decide whether to proceed with
awarding the “Greenfield” / “Brownfield” sites at the end of the
exercise, and to vary the specifications of the sites at its discretion.


15. Winner(s) of the exercise, if any, will be announced in the fourth
quarter of 2010.

An inter-agency committee led by EDB launched the third Request-For-Interest (RFI) exercise for Foreign System Schools (FSS). RFI 2012 makes available four parcels of land, three of which - at Depot Road, Pasir Ris and Punggol, have a lease period of 30 years. The exercise was first launched in 2008, to provide a competitive process for FSS to obtain long-term land sites. Through the exercise, the government aims to increase the range of education options, and ensure sufficient FSS capacity, as such schools are seen as critical infrastructure for Singapore's continued competitiveness in the global business environment.

FOR FOREIGN SYSTEM SCHOOLS

Such schools form important infrastructure for Singapore’s continued competitiveness
in the global business environment

1. An inter-agency committee, chaired by the Economic Development Board (EDB),
launched the third Request-For-Interest (RFI) exercise for Foreign System Schools
(FSS) today. Three land parcels at Depot Road, Pasir Ris and Punggol, each with a
lease period of 30 years, and one interim site at Bedok, available up to 31 December
2015, are being made available for FSS use.

2. The RFI exercise will increase the range of FSS options and ensure that there are
sufficient high quality FSS places available. Such schools are an important part of the
necessary infrastructure for Singapore to remain attractive as an operating base and
investment destination for international companies.

3. “As international businesses grow their activities in and from Singapore, we continue to
see demand for places in international schools. The long-term land sites made available
through the RFI will encourage FSS to invest in the necessary infrastructure and
resources to deliver high-quality education options. This will contribute to strengthening
Singapore’s position as an attractive global city for investors to locate and grow their
businesses.” said Alvin Tan, EDB’s Assistant Managing Director.

4. The RFI exercise was first launched in 2008, to provide a competitive process for FSS to
obtain long-term land sites. These are 30-year lease sites that are zoned for educational
use. In addition to new FSS entrants, the RFI exercise also provides an opportunity for
existing FSS occupying short-term premises to invest for the long term and enhance the
quality of their education offerings.

5. Since the introduction of the RFI exercise, the government has discontinued the price-
competitive tender of vacant state properties for interim use by FSS. Such properties will
only be tenanted to a FSS to increase its capacity while it is building on a long-term site.
6. Submitted proposals will be evaluated based on the quality of the proposal, the track
record of the FSS, its ability to meet market demand, as well as the financial ability of the
FSS operator.

2012 Request-for Interest for Foreign System Schools

1. This is a Request-for-Interest exercise, and does not constitute an offer of the sites
listed. The Singapore Government reserves the right to decide whether to proceed with
awarding the sites at the end of the exercise, and to vary the specifications of the sites at
its discretion.

2. Long-term sites available through the RFI exercise are zoned specifically for education.
This is unlike short-term sites tenanted to FSS, which will eventually be recalled by land
planning agencies for long-term development, the soonest being in 20151.

3. A FSS can consider taking up an interim site in addition to at least one 30-year lease
site. The interim site enables a FSS, which may be new to Singapore, to build up
capacity while constructing its permanent site.

4. Interested FSS are invited to submit proposals for specific sites, and may bid for multiple
sites. Interested FSS can collect a full set of tender information, available from 12 pm on
3 April 2012 up to 5pm on 2 May 2012 at:

5. A closed-door briefing will be held for all interested parties who are keen to learn more
about this initiative and who may wish to participate. Details of the briefing are as
follows:

6. Participating FSS should ensure their proposals are received by 2 July 2012 at 5:00pm.
Only shortlisted FSS will be notified to attend interviews by the Committee. The
interviews are expected to be held in Singapore between July and August 2012.

7. Site details for RFI 2012 are as follows:
1 To facilitate a smooth transition for FSS on short-term sites, the government will ensure sufficient
advance notice is provided to affected FSS, and where necessary, provide assistance for students in
affected FSS.

(FSS)

Q: When was the first RFI held?
A: The RFI exercise was first launched in 2008. The second RFI exercise was held in 2010.

Q: Who are the winners so far?
A: Cognita was the RFI 2008 winner and established the Stamford American International
School. Dulwich won RFI 2010 and is projected to commence operations in 2014.

Q: How many sites have been offered under previous RFIs?
A: A total of 12 sites have been offered under the previous two RFIs. These include seven sites
in the RFI 2008 exercise, and five sites in the RFI 2010 exercise.

Q: Who sits on the RFI Evaluation Committee?
A: Chaired by the EDB, other members of the RFI evaluation committee include the Council for
Private Education (CPE), Monetary Authority of Singapore (MAS), Ministry of Education (MOE),
