barking dogs

anyone know what is the official dept to raise complaints about dogs that bark endlessly, for no reason, any hour of the day/night, until all surrounding neighbours (and including the better behaved dogs) complain ?

i think housing development?  yeah i hate those crazy dog bark non stop lo hope the owner can do something to their stupid DOG! irritating lo keep bark bark bark ppl need sleep le.  if the owner dunno how to train their stupid dog and let them bark non stop thru out then dun keep dog la.  sometime it irritate me till wanna slap the dog till they faint.  STUPID DOG AND OWNER GO TO HELL la
