if i am not wrong, this few uncle n aunts are plucking the flower from the tree. the flower give off a very nice smell and it seem like it is quite expensive for a packet from the market

i haven't seen anyone collecting leaves before...

why didn't you ask them what are they using the leaves for???  who knows u could learn a thing or two from them if its herbs they are collecting...

Regardless of what these aunties want from these leaves or flowers, this is public property and no one should be plucking anything. If any of you see them doing it, just tell them nicely to stop it, this is considered damaging of public property - simple as that.
