Upstairs/downstairs neighbours dam noisy

No use write note, or tell them nicely, they still noisy, they dun wan to smoke at their own house and come to your corridor and smoke and then can smoke, make noise, hp call, from 7 pm till 10 pm

everyday , without fail, how irritating is that ? then I start to tell them off the next day still come back again, they super thick skin one, they smoke and smoke, why cant they smoke at their own home, they even spray paint on the walls of the corridor and write vuglar words, and spray the floor

Now they even play fireworks at the staircase and the floor is burn due to they put the fireworks on the floor, how dangerous is that ?

all these people are just plain selfish think about themselves, there are people who work shift and have a different work timing too. I just pray hard for them to go away
